Mnquma local municipality – In a display of commitment to the well-being of its citizens, the Mnquma local municipality in the Eastern Cape has implemented a range of initiatives across various sectors to uplift communities and address pressing social issues. With a focus on healthcare, education, safety, social development, agriculture, infrastructure, and local economic development, the municipality is determined to bring about positive change and improve the lives of its residents. The State of the Ward Address was delivered by Ward Councillor Mawande Xabela at Ward 05 in Butterworth on the 30 of October 2023.
Cllr Mawande stated that, in the healthcare sector the government has provided free medical services through mobile clinics in Mayekiso and Zizamele. The clinics offer a wide range of services, including chronic medication, oral health, maternal and child health, TB/HIV treatment, dental care, and optometry. This initiative ensures that even the most vulnerable members of society have access to essential healthcare services.
Education is another key area of focus the municipality is promising to look at by delivering a top-class curriculum and ensuring strong leadership in schools. They are promising free textbooks, school nutrition programs, and opportunities for sports and recreational activities provided to students, ensuring that they receive a well-rounded education.
Whilst still delivering his keynote address students from Mzamomhle Junior Secondary School barged into the tent singing demanding a building for their school. Holding up boards stating,
“We need permanent structures now!!!”

Infrastructure development plays a crucial role in improving living conditions. The erection of these facilities in all informal settlements by the Amathole District is using conditional grants and it is a significant step towards providing basic amenities to residents.
The establishment of community safety forums by the South African Police Service (SAPS) and awareness campaigns against crime, drugs, gender-based violence, and vigilantism demonstrate the commitment to creating a secure and harmonious community. Additionally, grants are administered to assist those in need, ensuring that the most vulnerable members of society are supported.
“Recognizing the importance of agriculture in local economies, the municipality will distribute vouchers and starter packs to promote farming in communities. the ongoing water reticulation project at Zizamele and the rehabilitation of internal streets in various areas create job opportunities and enhance the overall quality of life,” Hon Councillor Xabela.
The government’s commitment to local economic development is through its efforts to establish and sustain local businesses. By developing policies that support entrepreneurship and economic growth, they aim to create a thriving business environment that benefits the entire community.
By prioritizing healthcare, education, safety, social development, agriculture, infrastructure, and local economic development, they are working towards ending poverty, unemployment, and inequality. Through these efforts, they are also determined to eradicate gender-based violence and child abuse. Cllr concluded by quoting the late South African President Nelson Rolihlahla Mandela: “it’s difficult until it’s done.”
The municipality urges communities to embrace the values of Ubuntu and return to basics, fostering a sense of unity and collective responsibility. With these initiatives in place, the future looks promising for the residents of Mayekiso and Zizamele.
